Data Governance Manager

In collaboration with Smals

Within the Data Office, you play a key role in establishing and driving modern, coherent, and data value-oriented data governance. You help the organization become more data-driven by guiding teams in adopting common standards, practices, and tools.

Key Responsibilities

  • Define roles and responsibilities related to Data and promote operational governance.
  • Lead the Data Governance & Data Quality team and report to the Chief Data Officer.
  • Organize and prepare the quarterly Data Council to ensure strategic alignment and prioritization of data initiatives.
  • Coordinate and support data stewards in developing the business glossary, metadata management, and continuous improvement of data quality.
  • Lead the Data Community and act as an ambassador for the data culture within the organization.
  • Oversee the implementation and maintenance of metadata management tools (catalogue, glossary, dictionary) and data quality tools (business rules, validation engines).
  • Measure data quality according to European standards and coordinate the correction of inconsistencies.
  • Define and promote standards, policies, and best practices in data management, while raising awareness of new regulatory frameworks such as the European Data Governance Act, the AI Act, and the European Health Data Space (EHDS).
  • Collaborate with the BI and AI teams to ensure harmonized and semantically consistent data modelling.
  • Contribute to improving data maturity through a data literacy program in collaboration with the Human Resources department.
  • Participate in collaborative initiatives with external partners (HDA, IMA, BOSA, etc.).

Profile

  • You hold a Master’s degree in Computer Science, Economics, or equivalent experience, ideally complemented by training in data management.
  • You have at least 5 years of experience in data management or data governance within a large organization.
  • You have basic knowledge of data quality management and metadata management tools such as Collibra or DataHub.
  • You have a good understanding of data quality, metadata management, and privacy regulations (GDPR); experience with BPMN or conceptual modelling is considered an asset.
  • You stand out through your analytical skills, ability to synthesize information, and results-oriented mindset.
  • Thanks to your excellent communication and coaching skills, you can bring together cross-functional teams.
  • You have a good command of French and a functional level of English.

When a researcher wants to understand why a disease affects one region more than another, when public authorities aim to measure the real impact of a prevention policy, or when a European project needs to combine data from several countries to advance research on a rare disease, reliable, secure and well-governed data is essential.

This is the mission of the Health Data Agency (HDA), the Belgian federal agency responsible for governing, securing and enabling access to health data for research, public policy and innovation.

Created in January 2024, the HDA is also the Belgian entry point for the European Health Data Space (EHDS), the European initiative that enables the secure use of health data across Member States.

Our technical environment

Our applications are mainly based on Java, Next.js and Python. The infrastructure relies on Docker, Kubernetes, CI/CD and Git.

On the data side, our legacy data warehouse still partially runs on SAS, while gradually evolving towards more modern solutions. Python is used for data science and data engineering, while data governance and cataloguing are organised around Collibra.

We also work with key European health data standards and principles such as FAIR, HealthDCAT-AP, OMOP, FHIR, SNOMED, RDF, SPARQL, SHACL and graph databases.
